Gene Haas is said to have contracted Günther Steiner, former Torro Rosso chief, to build the team structures. They also already paid the first FIA fee of 150.000€ to make sure they are serious about it.
Other details are that they will use Ferrari engines and that the team head quarter should remain in Charlotte although Dalara will build the first chassis. Development of aero will be done by HRD themselves as they have all the carbon and mechanical know-how already. Even a Windshear-Windtunnel is available. The F1 branch is supposed to be completely independent from the NASCAR operation.
While it all sounds promising I will hold my breath until I see a Haas-Ferrari on the Grid.
At least Mr. Haas already know the right gesture to successfully race in F1:

Gene Haas is not related, as far as i can tell, to Carl Haas, indycar team legend. He does know exactly what hes doing as part owner of the Stewart-HAAS nascar project and also owner of HAAS automation and engineering where they make milling and machining equipment. "95% of all new design ideas originate with him" This guy can make anything. I'm sure his team will have the best people and equipment and probably sells his equipment to competitors.

I would love to confirm that, but I am pretty pretty sure it is a bit unlikely. Tony Stewart is the guy to watch!
